Exceedingly rare and very uncommon first and only edition of this pamphlet written by a Turkish public administrator and medical doctor, while serving as General Inspector of the Thrace Region. In this work, he seeks to raise awareness about cocaine and heroin, which he regarded as the most dangerous narcotics. The pamphlet is considered the first propaganda publication to explicitly wage war against these drugs.

Written for a rural Turkish audience, the physician-author explains the urgent need to combat the growing use of cocaine and heroin, outlines measures to prevent their spread, describes how to identify users, and discusses appropriate treatment methods. Throughout the text, he addresses the reader as an idealistic young intellectual of the Republic, aiming to mobilize public consciousness and social responsibility.

A medical doctor and a graduate of the Darülfünûn Faculty of Medicine, Oğultürk served in numerous hospitals across Turkey from east to west, as an assistant, specialist, physician, and government doctor. In the 1950s, he was elected to parliament as a deputy from the conservative Democrat Party (DP).
