The first and only edition of this important sanitary regulation of 11 articles, issued to combat the syphilis epidemic that became even more widespread in the Ottoman lands during the First World War in 1915, with the return of armies from Romania and Galicia.

According to this regulation, which was urgently put into force on 18 October 1915, a special organization was to be established to prevent the spread and transmission of venereal diseases. In Istanbul, this organization would operate under the General Directorate of Police, and in the provinces, under the civil administration. Penal provisions, in accordance with the regulation to be prepared, were to be applied to those who concealed venereal disease patients from examination and to those who facilitated their relations with other persons. Public premises in which such acts occurred would also be closed, either temporarily or permanently. Five years later, on 26 June 1920, this duty was transferred to the General Directorate of Health.
