It includes French and German local managements, innovations, public and government relations and prevention of abuse, organization of regime and riot police, regional planning, courts, etc. Ihsan Tekin was governor of Eskisehir, Usak, and Istanbul cities. He was born in Kastamonu in 1919, he graduated from AÜTCF.

Ziya Gögem who is inscribed in this book was a Turkish poet and doctor.
